Decision:

The Town Clerk summarised the report which proposed the introduction of a Lead Councillor scheme for individual Council events and projects. The proposal was intended to provide a clear and consistent point of liaison between officers and the responsible committee, without the need to establish a separate working group or project board for every activity.

It was explained that the responsible committee would be able to appoint up to two Lead Councillors for a qualifying event or project, with the Town Clerk determining which activities would fall within the scheme. Lead Councillors would remain informed of progress, provide a route for Member input during development and report back to the relevant committee alongside officers.

The Town Clerk emphasised that the role would be one of liaison only and would carry no executive, supervisory or decision-making authority. Lead Councillors would not be able to instruct officers, commit expenditure, vary an approved event or project, or make decisions on behalf of the Council or committee. Existing officer management arrangements and Council delegations would remain unchanged.

It was explained that appointments would be formally made by the relevant committee, which would retain the ability to remove or replace a Lead Councillor where necessary. The proposal was intended to improve communication, continuity and Member involvement whilst maintaining a clear distinction between the representative role of councillors and the operational responsibilities of officers.
