Decision:
The Town Clerk summarised the paper and the background to the refresh of byelaws. A long debate took place regarding the enforceability of byelaws along with other laws and the Town Clerk answered queries and explained that having byelaws did not mean a sudden enforcement campaign would take place, but that it would give the Council a tool to use if it needed to.
Cllr Kelly Meredith left the meeting prior to the vote.
RESOLVED
To approve the draft byelaws as attached with the report; and
To authorise the Town Clerk to publish Notices of Intention in accordance with the Local Government Byelaws (Wales) Act 2012 and statutory guidance.
