Decision:

Cllr Kelly Meredith explained about the background to the motion and that many trolleys from Morrisons were missing and often ended up in the canal and a discussion took place. It was agreed to change the motion to instead of writing to just Morrisons that we write to all retail outlets in town with trolleys.
Cllr Chris Davies left the meeting.

RESOLVED
To instruct the Town Clerk to write to retail outlets in Welshpool with trolleys encouraging them to review the effectiveness of their trolley retention processes; and
Ask Powys County Council whether it has considered adopting the Section 99 / Schedule 4 powers [of the Environmental Protection Act 1990], which would give it a formal mechanism to recover the costs associated with abandoned trolleys in future.
